My guess is some (not all) obtain GC's from promo's they find on the web then sell them. Like there is one now on inside pages where you write reveiws then get GC's for those reviews. Prior to this promo, they were giving away Shell gas GC's and I seen quite a few of them being sold on Ebay. You'd be surprised the things you can get for free on the net if you just do some searching
