With the exception of AK, they make up for it with taxes on other things (state income tax, for example). Here in PA: clothing, food (grocery store food & beverages, not restaurant food), and items to be made into clothing are not taxed. It's 6%, with an extra 1% in Philly and Pittsburgh (city tax).
