Unless otherwise noted, you do not need to make a purchase to receive the item. peachysquirt21 Posted November 24, 2004 Posted November 24, 2004 I have noticed thru the last few years that the free gifts are dying down. I think it is a waste of time trying to go from place to place to get the free stuff. I use to do that years ago but not anymore. I think JC Penny's needs to get something different then those tiny snow globes.
