I would buy the HP Photosmart E317 for $98.88 @ Walmart Review: http://www.dpreview.com/news/0508/05082301hp_e317.asp Decent specs but it does lack optical zoom

How/where do you plan on using it? Are you going to print pictures or mostly email them?
