IMO, I would buy the 8-9 because they're made pretty roomy.

FWIW - DH bought the flip flop style crocs for himself & at 1st they were too big, almost walking out of them. But within a week of 2 of wear they moulded up & around his feet to make a perfect, conforming shoe.

DD wears a half size also and bought the larger size when we were at Disney (her new sandles were killing her feet) she wore them 1/2 day and they fit great.
