any good deals with free or cheap phones with these companies going on right now? don't want t-mobile or sprint as the reception here is horrid.

Asking for a friend who is moving to NYC, what providers are good there for reception, esp. in the subway if any work there?

 

Where I live Verizon has a special arrangement with the public transportation system to ensure reception in the underground tunnels, I'm looking for an equivalent.
