You're pretty much at the mercy of the seller. Paypal won't side with you on a case of they didn't ship it fast enough. You could mail it back to them with delivery conf. and open a SNAD would pretty much be the only way you'd get your money back. You would have to have a reason to submit to PP for it being a SNAD tho.

Make sure you get delivery confirmation when you ship them back. PayPal will more than likely side with you. But if you can't prove they were shipped, with the dc, they will not refund you.

I found some Venus Breeze 8 pack refill cartridges marked down 30%. Not seen these marked down at any of the other stores I've checked. So it's def. YMMV.

Picked up some headlight bulb 2 packs today. One regular halogen set $8.98 orig $17.96, and one Silverstar set for $14.98, orig $29.96. If there's any left if/when they go 75% I'll definately be buying more. Nice to have a spare set for such a cheap price! :)

You can always look on the right hand side for other sellers who are also selling the price...not sure what the problem here is.
The OP is saying they didn't show her the other sellers, that's what the problem is.

Have you escalated it to a claim yet? You can open a dispute and
paypal wont get involved until you escalate it. Then Paypal will give the seller a certain amount of time for the seller to respond. Some cases take 30 days or more to resolve. Be patient because Paypal will find in your favor. :)
Paypal will tell her to ship the lot back at her expense before they give her a refund. FYI.
I HATE them for that very reason....
ETD: Be sure to send the stuff back with DC too, have to have a tracking number.

Have you tried contacting Target? Maybe they would be willing to scan to activate them instore for you?

Yet another Target question... Let's say I get something at one store on clearance and another Target has the same item for full price. If I return the item w/o the receipt to the full price store, will I get the clearance price back or full price?
Target no longer accepts returns without a reciept, or CC look-up.

Went to the Forest Hill Target today, as of 11am still not marked down. I wish they would hurry up and mark down those B&D Pressure Washers!! Grrr....still $79.98 at that store for 2 weeks now!
ETA: I saw tons of employees with scanners tho.
