yes, you are right, they use to be what they used on returns. I saw them on everything clearanced the other day, so they might be changing over to the longer tags? I don't think everything clearanced was returned since they were over items when the other smaller clearance tags

I saw these at our local Target, they were on a inner endcap versus an endcap in the main aisle. Ours had a whole box, of course, I had already got mine from Amazon

I think we are a pretty small market with a very small planting window so probably not thought of when they built here (its only been like 5 yrs since Target came in). Our Walmart has a gardening center and it does pretty good.
