When you say your local fabric stores in Delaware (didn't have what you need), I'm guessing you mean Joann's since Hancock Fabrics left. Have you tried Hayes Sewing Center on 202 or Calico Corners in the Fairfax Shopping Center? Calico carries different grades of foam and may be able to order it for you. Also, you might want to check The Interior Alternative off of 896 as they carry a line of furniture (like Calico Corners) and might be able to get the kind of foam you want. Best of luck!

I just saw the Walgreens ad for next week starting 2/1 and they have their reusable bags (with a coupon) for 3 for $1. They're not the biggest ones I've seen, but not too bad either.
