Where to buy car safety tool-cuts seat belt & breaks out windows

I was looking where to buy the tool that if you get in an accident it will break the car window and cut your seat belt. or what are they called.

I have found them in the men's section at Kmart, Target and Elder Beerman. I keep mine in the middle section between the seats.
