These are more expensive because they are dedicated devices. This one has a 20GB hard drive with all the maps loaded, unlike a PDA where you'll most likely only be able to have a smaller area loaded on a memory card. They also usually have many for features than the GPS apps found on PDAs.
Kind of the same reason people with PDAs still use dedicated MP3 players.
