Try a search on google. I'd say stores based in North Carolina, or Missouri where the tax is cheaper would be a good bet. Or you could try finding someone in NYC who "smuggles" cigarettes in from North Carolina

You're still required to pay the NY cigarette tax even if you get the cigarettes from out of state

I am aware of that JonathanM, but finding a legit deal online & paying NY taxes should still be cheaper than purchasing locally, where the prices range from ~6.40 to 8.20 :)
