Both Wal-Mart and Target are giving gift cards with iPhone/Samsung Galaxy activations. Target is giving a $250 gift card, but Wal-Mart is only giving $100. Will Wal-Mart price match and give the $250 that Target is advertising or would it not technically be considered price matching? TIA for any help!

I am confused with Target's wording for the free iPhone 8 with activation. Is it really free, or is it just 0 down with the payment plan? I don't understand why they say "free" if you have to do the device payment plan.
