Take the envelope put the things inside of it, take a large box and fill half way with some sort of packing material put the envelope in there, finish filling with the packing material then seal the box. Now wrap as normal. I've done this in the past to my wife :)

I'm not sure where you can buy them, other than online, but they make those puzzles that you put money or gift cards or something inside. The recipient has to solve the puzzle to get to the prize.  I bet you could get them at Ross, or Marshal's. Some place like that.

I toyed with this idea earlier, use a thick book or magazine and hide the paper inside and put the book/mag in a bag or box

 

Make sure there is something to tell them to look inside the book for the "surprise," otherwise they might not find the contents soon or ever.

I wrapped the papers and put them in the book with a bookmark, then wrapped the book. It's for my husband so I'll be there to tell him if he doesn't see it sticking out of the book. All of it goes together nicely too. The Robie House Lego set, the Robie House book, and the tickets to the Robie House are in the book along with the hotel reservations.
