I am new to the Photoshop world and was wondering if you had any ideas on a good program that isn't a real high price.

I've used Photoshop Elements for the past 4 years and love it! Not as robust as full version Photoshop but I don't need the extras. Elements has everything I need. Isn't too expensive either. HTH

what do you want to do?

gimp (http://www.gimp.org/) is free and does photo manipulation, retouching. nothing over the top but along the lines of elements.

Gimp is a highly respectable program, but it can be a little confusing for new users...

Paint.net is another good free one: http://www.getpaint.net

not free, but PhotoImpact Pro retails for about $99. That's for Ver 11 that also includes Photo Explorer & other Ulead extras

What ar you wanting to do? Just photo touchups, pictures to dvd ...?

As emptynest-2 suggests, Picasa (http://picasa.google.com/) has easy-to-use basic photo editing capabilities.
