Domain transfer question

When I initiate a domain transfer, who gets the e-mail to confirm the transfer? Registrant, administrator, technical contact, or billing contact?

Never register a domain through your web host.

I know better now! At the time $8 a month for 400 MB seemed like a great deal... obviously it's not. :) All of my other domains are registered by me with registerfly.
