I am going to St. Louis for a couple of days in April. I have a 24" carry-on suitcase that is too big and tote that is too small. I'd like a smaller carry-on bag with wheels but I'd like it to be really cheap (I'm not looking for quality) like around $25 or less. Any ideas. Cheapest I've found so far is at Target $35.

i was going to make the same suggestion!!! I just went to FL in February, and was looking for one as well, and we found a carry on sized back for $9.00!!!
