One of my DS's is getting married August 1. They want to use the photo invitations. The kits are around 27-30 dollars for 25 invitations (they need 200) Target has 50 for 49.99. Does anyone else know of a cheaper place. Does it really save money to make your own by the time you figure in the ink? I am also on the look out for personalized hershey kisses at a great price.

Make your own hershey's kisses. If you can do it:
http://www.weddingthings.com/product/personalized_herseys_kisses/wedding_chocolates is the idea. Instead of making the tag personal, just make the bottom personal.
You can do this yourself. Buy labels and a circle punch that's the same size or a shade smaller than the hershey kiss. Print out the circles on the labels, punch it out, and then affix it yourself to the bottom of the kiss.
You can also do this with hersheys minis - print the label yourself! Use address labels, no cutting required.
As for the invites:
You could, in theory, make it yourself. It will take a lot of time though, and measuring. You just need to create the slot to slide the picture in, and then print on a separate sheet and glue it to the inside of the card. (I actually would use double sided tape so you don't get those glue issues. Double sided tape is my best friend.)
You don't have to print the picture on the printer - you could still print it out at a store, create a card with a sleeve you can slide the photo into, and then print the invite separately. This could be better, because then at least the guest in theory could take the picture out and keep that, instead of having to trash the entire invite.
If you do this though, I'd suggest getting some nice engagement pictures taken so that they can include it in the invitation.
As for if you can save money:
I printed 150 invitations for my wedding for about 360 dollars, but my costs were a bit higher because I had to have a Chinese language translation. But this included the invitation, the inner and outer envelope, the response card, and the response envelope, printed with my parents address.
My favorite wedding website features a TON of DIY stuff:

If you go super simple, and don't go with the photo, the target letterpress kits, which I love, are great.
